need help with pimples / acne scars :c?

Asked: need help with pimples / acne scars :c?I clean my face with Neutrogena cleansing wipes and sometimes the exfoliating scrub and then follow with Cetaphil moisturizer.But I find throughout the day (when I'm wearing makeup) the skin over the pimples starts to flake up. JUST on the pimples though, my skin is not dry. (I'm actually pretty oily. I have to use oil papers halfway through the day or I'll be super shiny.) /: ALWAYS. I've never been able to fix it. (with adding moisturizer to my foundation or anything)Does anyone know why this happens? Please
